His daughter tried to hold his sleeve, but he shook his head and lifted a manila envelope from beneath his coat. His name was Peter Alvarez. He owned the bakery on Danton Street, the one Adrian's demolition map described as vacant storage.
It was not vacant. It had smelled of cinnamon every morning for forty-two years.
I have copies too, Peter said.
That opened the room.
A woman in a blue sweater produced photographs of notices taped to her building after the legal deadline. A contractor admitted his signature had been placed on a safety report he never inspected. A junior aide at the end of the row stood shaking and said she had been told to backdate the community outreach minutes.
The hearing room became what the mayor had feared most: not chaos, but testimony.
Elara did not speak over them.
She gathered each envelope and placed it beside her own folder, building a stack the way storms build over water, quiet until no one can deny the weather has changed.
Holt watched from the floor as the people he had frightened began handing evidence to the woman he failed to remove.
